ENTERING AND LEAVING THE COUNTRY
Citizens of R. Serbia do not need a visa for a stay of up to 30 days, including days of entry/exit from the Russian Federation. Upon entry, it is mandatory to fill in the migration card, which should be carried with you and returned to the border officer upon exiting the Russian Federation. Upon arrival, it is mandatory to register your stay within 7 working days. The validity period of the passport for tourist travel is at least 6 months, and for the regulation of stay in the RF at least one and a half years. As of March 5, 2023, the decision of the Government of the Russian Federation introduced a relief for citizens of the Republic of Serbia to obtain an ordinary tourist visa for up to 6 months - it is no longer necessary to pay for the entire arrangement through a travel agency, i.e. a travel voucher is not necessary, but only a confirmation of a hotel reservation, or other accommodation, located at unique list of RF classified hotels, ski slopes, beaches. If you enter the Russian Federation for employment, education, professional development or treatment for a period longer than 30 days, it is necessary to obtain a visa at the Embassy of the Russian Federation in Belgrade. Regardless of the basis on which they come to the Russian Federation, with or without a visa, foreigners have the obligation to strictly observe the permitted stay in the Russian Federation. Otherwise, the competent Russian authorities deny exit from the country by initiating an administrative misdemeanor procedure and impose a fine (up to 5,000 rubles), and the border and migration authorities enter them into the register of persons who may be banned from entering the Russian Federation for up to 5 years.
Having a health insurance policy and having a certain amount of money is recommended. Amounts greater than USD 10,000, as well as technical goods, should be declared upon entry.
IMPORTANT: In accordance with the draft proposal of the Federal Law of the Russian Federation on the collection of biometric data, in the period from 01.12.2024. until 30.06.2025. will begin with the first experimental phase of the obligation to provide biometric data of all foreign citizens when entering the territory of the Russian Federation at 5 border crossings: Sheremetyevo, Vnukovo, Domodedovo and Zhukovsky airports in Moscow and at the Mashtakovo road crossing on the Russian-Kazakhstan border. This obligation applies to all foreign citizens and stateless persons who enter the RF, as well as all those who are already located and live in the territory of the RF.
The following categories of persons are exempt from the stated obligation: citizens of Belarus; diplomats accredited in the RF and members of their families; officials and representatives of international organizations (MO) accredited in the RF and members of their families; representatives of the Ministry of Defense who come to the RF on a business trip; all holders of DPI, SPI and civil PI who come to the RF officially or as members of official delegations and members of their families; foreign citizens who have a diplomatic or official visa in their civil passport; foreigners and stateless persons under the age of 6.
The second experimental phase of the mentioned project will be implemented from June 30, 2025. until 30.06.2026. year, when foreigners will be obliged to take the following steps 72 hours before their planned arrival (and up to 4 hours for all those who document the urgency of their arrival in the RF - death of a close relative, serious illness or need for urgent treatment) on the territory of the RF:
1. They register in the unique system of identification and authentication through the mobile phone application of the unique portal.
2. They attach a suitable photo and biometric data in real time through the mentioned mobile application.
3. Fill out the electronic form and submit the necessary documents depending on the purpose of the trip.
Foreign citizens who enter under the visa-free regime (including RS citizens) have the obligation to submit the necessary biometric data in a timely manner, along with filling out a survey and determining the purpose of the trip via the relevant mobile application. The procedure for issuing visas remains the same for all those foreign citizens who need it.
The reason for the introduction of the identification of foreigners based on biometric data is the creation of a digital profile of foreigners, and with the aim of preventing the return to the territory of the Russian Federation of foreigners - criminals who previously managed to do so, primarily thanks to the change of name and/or surname, as well as the identification of foreigners who are on the warrants of their own countries.
IMPORTANT: Bearing in mind that since the outbreak of the conflict in Ukraine, the competent authorities of Poland have prohibited all crossings for foreign nationals who wish to enter Poland via the land/road border from Russia (Kaliningrad) and Belarus for the purpose of transit, it is recommended that entry into Russia The Federation, as well as the exit from it, takes place through the territory of Latvia. Crossing the border between Poland and Belarus for passenger traffic is done only through the border crossing: Terespol - Brzešć, while cargo traffic is allowed only for trucks registered in Poland, EU countries, EFTA and Switzerland at the Kukuryki - Kozłowiczy crossing. Entry to Poland is granted only to those foreigners who have a diplomatic passport or a regulated stay in Poland (work and student residence card or visa), while other foreigners are granted entry to Poland in exceptional cases, and the final decision on entry is made exclusively by the responsible head of the border guard. Citizens of the Republic of Serbia who wish to return to Serbia from Belarus, Russia and the Kaliningrad region via Poland are requested not to set off before contacting the Embassies of the Republic of Serbia in Warsaw, Moscow or Minsk. It is necessary for travelers to submit information to the embassies about who, when and through which border crossing they plan to enter Poland. The Embassy of the Republic of Serbia in Warsaw, after receiving this information for the purpose of announcing the entry of citizens of Serbia into the territory of Poland. However, announcements are not a guarantee that they will be automatically granted entry and transit. The announcement is just a request to the Polish authorities to grant them entry, and the concrete decision on the entry of Serbian citizens into Poland is made by the border police officer who will review the documentation at the border crossing between Poland and Belarus and Poland and the Kaliningrad region. The exit of all foreigners from Poland to Russia and Belarus is not prohibited, but it is extremely difficult due to the rigorous controls carried out by the Polish authorities.
Important notice for international carriers on crossing the land borders of the Russian Federation: All border crossings from Belarus to the Russian Federation and vice versa are closed for international transport of goods until further notice. The Treaty on the Establishment of a Federal State (Minsk, June 19, 2020), which was ratified by the Federal Law of the Russian Federation no. 2-FZ from 27.01.2023. , the land border between the mentioned 2 countries has the treatment of an internal crossing, which is exclusively guarded and controlled by members of the Russian Federal Security Service, and it is intended only for individuals and legal entities from Belarus and Russia. Considering the current security situation, it is only recommended to enter and exit Russia by land from Latvia or Estonia. According to the latest information from the Russian authorities, which was also confirmed by the office of the International Transport Organization (IRU) in the Russian Federation, citizens (drivers) of the countries of the Eurasian Economic Community, the Commonwealth of Independent States, Turkey, Iran and China are allowed to cross at the "Ezerishche-Lobok" crossing. . The trucks of Serbian truck carriers are recommended to cross from Belarus to the European Union via the border crossings with Lithuania and Latvia.
SOCIAL AGREEMENTS
The bilateral Agreement on Social Security was signed in 2019.
This agreement enables the calculation and/or merging of the pension seniority acquired in R. Serbia and/or in the Russian Federation, i.e. the right to the payment of benefits based on old-age, disability and family pensions, payment of compensation in cases of injury at work and/or occupational diseases and funeral expenses in the country where the citizens of the signatory countries reside.
USEFUL INFORMATION:
HEALTH SITUATION - No special vaccination is required upon entry. Consumption of bottled or filtered drinking water is mandatory.
SECURITY SITUATION - The security situation is stable, with a noticeably increased level of security control and increased measures and activities of the Russian security authorities. The presence of the police at metro stations, airports, railways and roads, as well as at tourist locations and shopping centers, has increased. In order to defend Moscow from frequent drone attacks, there are often interruptions in the operation of the Internet and communication and navigation devices, especially near military and other specially guarded locations.
TRANSPORT – The Russian Federation has a well-developed network of road, rail and air transport. Traffic centers are Moscow, Saint Petersburg, Sochi, Yekaterinburg.The most important airports are: in Moscow - Sheremetyevo, Vnukovo and Domodedovo, in St. Petersburg - Pulkovo, in Sochi - Adler. There are a large number of daily airlines both within the Russian Federation and with countries that have not imposed sanctions on the Russian Federation.
It is recommended to use the subway in view of heavy traffic jams, as well as installing mobile applications for navigating around the city and in public transport. In addition, it is useful to install taxi applications (UandexGo, Rutaxi, City) that provide insight into the fixed amount of transportation costs. During a tourist stay in the Russian Federation, driving a motor vehicle is possible with a driver's license R. of Serbia, with the condition of its translation into Russian by an authorized court interpreter or an international driver's license in accordance with the Vienna Convention on Road Traffic dated November 8, 1968. year. In the case of regulated permanent residence ("Vid na žiteljstvo"), the driver's license of the Republic of Serbia becomes invalid after 60 days from the day of obtaining the residence permit, and its replacement is carried out in accordance with Russian legislation.
OTHER – The national currency is the ruble (RUB). Due to the current sanctions imposed on Russia and the absence of SWIFT, payments can only be made in cash in the national currency or all types of credit cards of the Russian Federation with the mandatory opening of an account with Russian banks. Currency exchange is limited and amounts to the exchange of foreign currencies for rubles. The purchase of foreign currency is limited and variable. Bearing in mind the objective difficulties in transferring money between the Republic of Serbia and the Russian Federation, it is recommended to use the services

There is a great diversity in the quality of accommodation and the price of services. An overnight stay in an average hotel in Moscow starts at 150 euros. There are chains of domestic and foreign hotels and restaurants, the cultural offer is very rich and varied, but the prices of services are high. Shopping centers and stores are open seven days a week from 10 a.m. to 10 p.m.
